This year's painted garland. Is it a garland? Maybe it's just a decoration.
This paper garland is very easy for your one-year-old, two-year-old, or—any age, really, with your support.
First, paint some color on some nice watercolor paper and let it dry. We used liquid watercolors (watered down) and a wide brush.
Last year we made a similar project using red, pink and purple markers on watercolor paper. We made a horizontal garland. Crayon marks would look great, as well. You also could use cardstock or construction paper, though the watercolor paper should last for several years if you store the decoration carefully.
Next, help your child punch heart shapes out. We got some really nice, thick, water color paper this year, and it while it was great for paint, it was super hard to punch! So Mommy and Daddy did a lot of the punching. Last year Starboy could punch his own paper, which is a much better situation. Starboy loves using the punchers. You may have to run some tests.
Last, glue the shapes to a ribbon and let dry. You also could punch tiny holes and use Baker's twine. I left a loop on the end of the ribbon so we could hang it up. 
Last year's garland used markers on a lower-weight watercolor paper.
